At 21 months I really hope we are getting close to PL, but DD is simply too big to fit into her old prefold diapers. I don’t want to spend a lot on these diapers since we probably won’t be using them long, but if there was something that could pull up and also be used during PL it might be worth paying a little more. She is also very squirmy and wants to flip over all the time so anything that could pull up would also help that problem. Thank you for any recommendations.

Could you try toddler prefolds? Or, I saw some trickle free trainers for a GREAT price on the trading post. 8 for $40 or something like that...??
I would probably just stick with toddler prefolds & covers until she decides to start wearing panties. Usually girls "just do it" and they go from wearing diapers to wearing panties in just a day or two, when they're ready.
GL! We're at the same crossroads with my ds and I am about to shell out the big bucks for some large fuzzibunz because I know my ds1 didn't train until almost 3!! And even then, he still needed dipes for nights until he was close to 4. So hopefully a few large fuzzibunz will be worth the $$ for us.

Yeah, I’m thinking just buy 2 dozen toddler prefolds, not really that much money (compared to other options.) Her twin brother is nowhere close to PL; refuses solids, only breastfeeds so he doesn’t have solid poops. He might grow into them before it’s all over. Can anybody recommend where I can buy some nice toddler sized prefolds?

I lucked up and got some toddler thirsties before they sold out. Now, I would recommend Little-Lions.com they have super soft indian prefolds in toddler sizes that would probably be perfect for your twins.
The fuzzibunz we use for nights because they're fleece lined, so they wick away moisture (and the babies don't wake up because they're wet) and for going out because they will hold a ton of pee if properly stuffed and sometimes its just not convenient to change dipes every hour or two like I would in a prefold, yk? I also like that Fuzzibunz are super trim and fit up under all of their clothes without looking bulky. Caleb has a wool sensitivity so we can't use longies & shorties (we do use wool soakers at night, but where they touch his leg leaves little splotches of eczema!
)
Anyway, I just really like the ease & convenience of pocket diapers and try to keep about 8-10 on hand for each baby. That said, we use primarily prefolds & prefitteds at home.

Green Acre Designs pockets or hybrid AIOs are excellent for this stage - they are side-snapping, which means you can presnap them and pull them up and down like underwear. The medium-long or large would likely fit well (check the size chart) and you can use infant prefolds as the inserts in the pockets to save even more money. I loved these for my ds2 from ages 2 to potty-learning.
