Best soap for Los Angeles/West Hollywood water?

It seems like most people use Charlie's Soap/Country Save/Soap Nuts, etc. but I've also read that regional variations in water make a big difference. If you live near me, what do you use?

Currently we use gdiapers (cotton with a bit of spandex) and we are still using 7th gen free and clear. I know this isn't the best but we only wash three covers or so a week and haven't had any issues.

When the new babe arrives we'll be using sposo-easy (all cotton), some BG 3.0, and more gdiapers. We'll also be using hemp or bamboo inserts with cotton velour for gdiapers.

We have communal laundry, no special features or extra rinse options on the machines, and I am very afraid of getting the stinkies.

hmm could you maybe do a wash with det, and then an extra wash afterwards? i suppose that would take a while and get expensive. i know plenty of people use community laundry type situations, so im sure you'll be ok!
