maybe if the op was going to tether them outside all day there would be a problem.
most animal control workers i know would have no problem with an outdoor kitty not having food or water so long as it had food or water inside, they tend to be reasonable people and save their energy for the folks that are really being cruel.also, my indoor/outdoor kitty uses her litter box on occasion but much prefers to go outside. i think that if they have the outdoors as an option they will use it. when i left for the weekend and she had to stay inside she used the box no problem.
i will add that we did have a cat show up on our doorstep that had obviously lived outside far awhile, when i took him to my mom's so we could get his neuter done at the clinic where she works he stalked her chickens! and he ended up disappearing after a year and a half. we have coyotes here and even very street smart cats can disappear.

having them come in at night would alleviate a lot of that.
oh! as for the kitty that doesn't really like to go outside, he probably won't
we had one that would rarely go outside even though she had access, that was just her nature.enjoy your new place!!
