Picky pants sizing help

Just finished a large shorties with the PP pattern that doesn't quite fit DS. Rise is too short and it's stretched across the diaper pretty tightly. The waistband, though, is just the right size. These were, IIRC, done with the backside increases option, but no shortrows.

Should I, for my next pair, make a large, with increases and shortrows? Or the XL with neither, or both, or what?

DS has 18.5" waist (at bellybutton), 18" rise (top of dipe in front to top of dipe in back) 13" thighs, and weighs 26lbs.

If there's another pattern you'd suggest, I'd love the suggestions. Curly purly and punk knitter ones cut into his ginormous thighs, so I need something with legs like the PP pattern.

My son has very similar measurements, and is about 1 pound larger. I did the pp toddler size with short rows and am so pleased with the fit -- not too tight and room to grow.

yep, with those measurements I'd defintiely do the toddler, and the short rows

I always do backside increases with short rows. I can get away with just the backside increases but they quickly get to the point you mention...tight across the diaper etc. I always round up my lengths to the next whole number (or in the case of the waistband 1.5 instead of 1.2) and I've found that's perfect. I get some growing room but not in an obscene way (I'm particular about that...I hate ill fitting clothes on kids for the sake of "growing room"). When I'm not paying too much attention to measurements (i.e. whole numbers) I make the waistband longer than normal. I like them longer to begin with but in those random times rise gets too short it helps them last a bit longer but not in a baggy sort of way.

ETA: I forgot to mention. I do a larger crotch stitch count than the pattern calls for...usually 4ish more (so 2 extra rounds). That tends to add a little length.
