Pattern adjustment help needed!

My friend asked me to make her daughter a dress, http://www.mccallpattern.com/item/M5...ch=5033&page=1, but she would like the "waist" to be higher, more like an empire waist. So, how do I do that? Just cut the bodice where I want the waist to be? Do I add extra to the top of the skirt to take it into acct?
Maybe I"m making this more difficult than it needs to be.

Any help greatly appreciated!

The bodice will be slightly rounded to fit that skirt so what I would do is cut it as it should be, then recut after moving the pattern piece upwards so that you preserve the line. Does that make sense? It does in my head lol

It makes sense. So, I'm removing the "extra" length from the bodice, right? (I guess thats obvious, ) but where do I add the length back on? The top of the skirt? Or the bottom?
