It's a document from 2006 with a bunch of WHO/UN people giving presentations on male circ. But check out this money quote:

So they are openly encouraging the promotion of male circumcision, regardless of whether medical data is there to support it or not. Just get those guys circumcised. And they've still YET to explain circ's effectiveness in reducing HIV transmission. They have no clue.
