Mass and H1N1 vax mandatory?

During an emergency/pandemic the governer has the right to direct public health officials to administer vaccines and health care workers, certain other populations/age/health problems would get the vaccine first. They cannot force the flu/H1N1 vaccines on a person who may be allergic to eggs, etc. You would still have the right to refuse but your family can be quarantined if you refuse to vaccinate. this would usually happen during a public health crisis where thousands of people were dying weekly from an outbreak and public businesses would be shut down to minimize further contamination. Maby groceries or gas stations would be open with restrictions.
