Need help reading crochet longies pattern. What does this mean??

This is the first thing I have ever crocheted. I did the waist band and the first row around, and now I've run into this:

Row 2: Ch 3 (counts as first st), 1 dc in ea sc around, Join in top of ch 3. (60 sts total)

I can't figure out exactly what it means. I did a chain of 3 and then connected the double crochet stitch to the top of it. I'm not sure if I should keep doing double crocheting or somehow start doing single stitches? It says 1 dc in each sc around...that's the part that confuses me.

the ch 3 is just to give you the height you need to start DC in each SC of the previous row. You are not DCing into the ch 3.

So you finished the previous row. Now you need to consider the ch 3 to be the first stitch (singular) of the next row, and then keep stitching into the previous row's stitches just like you did before.
