Um ... a little of both, maybe. I really wouldn't doubt for a second that there are compulsory immunization laws in Egypt, and increasing vaccination rates, particularly with regard to polio, is a very well known government project there, but at the same time it is not really that unheard of for there to be some parents who choose to not participate and some children who are simply missed. It doesn't result in the police battering down anyone's doors. If you were to run into any trouble it would most likely not be before trying to enroll your son in school.
ETA: I did ask my husband, and he said it is possible they could send around a visiting nurse or such. Either way, it sounds like you could probably use a new pediatrician ... if by a reaction you mean something more than a non-threatening fever, etc, and depending on your location, you should be able to find a doctor somewhat more sympathetic.
