silly question about days to maturity

Do you count from the day you plant the seed in the ground? For instance, my radishes say 28 days. If I plant the seeds today, will they be approximately ready for harvest 28 days from now?

Yeah, direct sow plants like radishes are supposed to be seed sowing to harvest on the days to maturity. Though my plants never match up with what it says, often go over.
