Son-in-Law Required to Work on Furlough Days

This is soooooo illegal!! DH's son-in-law is being required to work on his furlough days, of which there are one, sometimes two, a week. He is royally pi$$ed about it (especially since the company just opened 6 more properties), but is afraid to contact a labor lawyer, knowing that he WILL be fired and most likely blacklisted. Who do we contact to file an anonymous complaint without involving SIL? Is that even possible? We really need advice here!

Is he the only one required to work without pay?

This is very common now in CA if you work for the state so I'm guessing its legal.

Well, common doesn't necessarily mean legal. You can look at this webpage about furlough days:
