My chihuahua/shihtzu cross rescue makes this horrible screaming sound when we encounter other dogs. She goes crazy. I have never heard a dog make such a sound, barking I understand.....but screaming? Yikes! It is just embarrassing to walk her sometimes. She gets along well with other dogs (we have another) and will not do this at the dogs who roam around the neighbourhood. Only on walks.
