Letter to my insurance co (CA): please comment!

I would love any feedback on this letter as I plan to submit my claim today! I have Blue Cross PPO in Los Angeles if that makes any difference.

To Whom It May Concern:

This letter serves as a request for the attached claim to be reimbursed at the in-network rate of 100%.


As you may know, the California Insurance Code stipulates that all insurance companies give their participants a choice between a medical or midwifery model of care (sections10353 and 10354). Our plan offers one in-network choice for midwifery care: the Certified Nurse Midwives (CNMs) at California Hospital Medical Center. One small practice of midwives hardly constitutes a “choice,” especially since none of these midwives provide the kind of care that we wanted.


Licensed Midwives (LMs, of which you have none in-network) are licensed by the Medical Board of California and have different licensing requirements distinct from CNMs. LMs closely follow the midwifery model of care, which provides personalized maternity care that minimizes the use of technological interventions.


Because SAG-Producers doesn’t offer an LM option, we are requesting that our claim be reimbursed at the in-network rate of 100%. The attached bill represents all prenatal and postnatal care as well as the fee for the delivery of our daughter.

Can you add any facts about the relative cost of working with an LM? Maybe if they know that the are the same or cheaper as what they are already paying for, they'll be more amenable to paying for this.

Maybe you can add more detail on why the care by the CNMs was not what you wanted...it would be great if the kind of care you wanted also happens to be less expensive and you can argue that point!
