lowering verizon phone bill

I am interested in lowering our phone bill, since we hardly use our home phone to dial out. We have cell phones, too. We use verizon and pay about $45/month just for phone. Has anyone used the sensible minute plan ($1.99 month plus 10cents a minute?) Can you use a phone card with this?

I can't answer your question directly, but I use Verizon Wireless too, and the last time we went in to get new phones, they told us that DH's work (he happens to work for the state) somehow entitles us to a 10-15% discount. It looked as if a lot of companies and state agencies were on the discount list. So that might help!
