I agree, if the baby was dropped, there would most likely be a bruise and it'd also probably occur in a different area or at the very least, show up as a different kind of fracture on an xray.
I also hope they did a CT or something similar to make sure she has no brain bleeds as a result.
If there is no evidence of foul play, I'd be looking at other reasons, like OI or any other conditions that may allow a break to happen easier.
Beyond that, I don't know. I don't buy their reasoning at ALL, but I also don't know that it isn't possible baby's head got fractured in some other weird way during labor/pushing.

But i just wanted to add my birth experience. With ds, my second, he was posterior, i labored for about 5 hours without a ton of progress, then went through a wildly rapid transition and delivered him in one push, totally naturally. Because of his positioning, he must have cracked his skull on my tailbone or something on the way out, because he was born with a GIANT hematoma on his head. It took about 3 months of cranio-sacral therapy for his head to look in any way normal... So despite a rapid, natural birth, he had some very real skull trauma... Nothing in the range of a fracture, of course, but it might not be outside the realm of possibility is all i'm getting at. Good luck to your friend and i hope her baby is okay!
