I'm in the UK and I've never seen a real live circ'd one either.
I know of 3 men/boys who have have been circ'd later on due to a tight foreskin which couldn't be resolved by other methods. One was my nephew and he was right as rain within a few days so recovery isn't necessarily that brutal should it be necessary later on in life.
