What Gives??

Ok, so we use cotton PFs and cotton fitteds... with bummis covers, or fleece soakers. My older son doesn't have any issue with anything we use. My younger son keeps getting a weird rash, like little pimples almost? It is only on the area of skin ABOVE his penis, like between his hips? And it gets BETTER when he is in a diaper for longer!! After 12 hours in a PF at night? Better... After 4 hours in a diaper when were out longer than I thought we would be? Better... seriously, what gives?

What kind of wipes do you use?

We use cloth wipes, and we just wet them with water in the sink.
