My DS is 20 months and his bedtime needs really change over time. He was going to sleep so easily, on his own, after a short routine, around 16 months. Then we had a couple months of very dependent bedtimes, where I would try to put him down as usual, and he would cry, so I would rock him or lay down with him until he went to sleep.

The last few nights have been so strange - I rock him, lay down with him, etc. but he never really settles down. I leave the room and he protests for like 30 seconds, and then quiets down and goes to sleep. All of a sudden, after being a comfort to him at bedtime all this time, now I am too stimulating, and he needs to be left alone to fall asleep. So, based on my experience this week, (take that with a grain of salt!) maybe try leaving your LO alone for a couple minutes to see if that's what she needs. Good luck!

I really hope no one thinks I'm talking about CIO - absolutely not!!! I would never ever let my DS cry himself to sleep.
