I almost always grab a few extra gifts when Target has their big 75% or 90% off toy clearance (I think in January and then in the summer).

Another idea I've seen is buying a little bucket at the dollar tree and filling it with $1 items - playdough, sidewalk chalk, markers, coloring book, bubbles, etc

If it's for a child who's not from a "no TV" family you can get a Sesame Street movie from deepdiscountDVD.com for under $7 with free shipping. They have other cheap movies too.

I just got a whole bunch of cute K*Nex sets at walgreens. They were $6.99 each, buy 2 get one free (so, $13.98 for 3) I got 9 of them, and plan to put them in my gift closet I'll give one to my nephew for Christmas, and the rest will be for birthday party gifts (with 4 boys, it feels like we've got a party a month, LOL!)

I second the Michaels/AC moore coupon idea. I do that a lot. I like giving crafts for presents because kids have enough toys, but crafts are great to pull out on a rainy day. I will also give a $10 lego set if my son's friends are as into a lego theme as he is. They can get really excited about those.
