Dwindling supply & tot with weight gain issues :(

My supply just hasn't been the same since I got my first pp AF 7 months ago. Every month is a struggle with my supply being fine for two weeks and then low for the other half of the month. DD struggles to get milk, especially at night, and will just cry and cry when there is nothing left. She isn't a good sleeper to begin with but it is even worse when my supply tanks. She is moody and tantrums basically non stop during this time of the month. I drink Mother's Milk tea, take fenugreek and blessed thistle as well as goat's rue during the down times. I try to drink more water as well, but nothing seems to help. DH thinks this is nature's way of getting the baby to wean.
Well, she certainly is not ready to wean and I was really hoping to bf through this flu season, but it seems like the ups and downs are really taking a toll on both of us and I am having a hard time controlling my supply.
Here's the hard part. DD is small (20lbs) and is being watched closely by her pedi... She isn't much for eating refuses ANYTHING milk-like to eat or drink. We've tried every kind of milk out there and she also refuses yogurt, kefir, and even ice cream.
So, I guess my question is, what would you do if you were in my situation? Push harder to get her to eat higher fat foods and milk products to supplement. My supply when it dwindles? Push her a bit to wean as to not have the constant ups and downs? Anyone have a similar situation?
