I think all kids are different in learning letter sounds. Have you checked the PBS Development Tracker?
My MIL is buying my niece (will be 3 in January) this animal village where the animals "say" their letter and sound. I couldn't imagine getting my dd something like that at that age as she already learned her letter sounds somewhere between 2.5 and 3 years old. She was also sounding out simple words (with help) at 3 years old.
To answer your questions, I don't know when it's normal to begin letter sounds - I would check the PBS Tracker, perhaps. But I would definitely try it and see how she does. Here is a cute site I used off and on...you make letter books:
