Red Riding Hood Cape

I want to make my daughter a Little Red Riding Hood cape. I could have sworn I've seen easy-looking tutorials online, but I can't find them now. I made my boys hooded Jedi robes with sleeves, and that was easy enough.. but I don't want sleeves on the cape and I'm not sure how to adapt what I did for theirs. Can anyone point me in the right direction?
