If you have a community newspaper, see if you could get an article written about green cleaning or write a press release announcing your new business. Community newspapers are usually very small and don't have tons of staff writing articles. They love it when people submit content to them. Don't forget a nice action shot of you and your green cleaning

As for client referrals - offer your current clients a free cleaning if they refer a new client who uses you twice or three times or whatever helps you break even.
Also, if you have a local chamber of commerce, check and see how much it is to join. I know you don't have the funds to spend. If you join and network at a few of their events, I can almost guarantee you'll get your membership fee back within the first six months if you network, do follow up calls and send out follow up promotion post cards to them.
