Is this considered talking?

My 21 month old is saying alot of stuff. but I don't really understand her. Sometimes she'll say a bug, juice, what is this? mama papa she knows all her body parts (she just points to them when I ask) boy girl man but then she says all this other stuff that I can't make out. Isn't she supposed to be coherent at this age?

Her pediatrician says as long as she understands me she is fine. But other girls her age are more coherent.

This one "word" she'll always use is BOOGA when she wants food. I don't know where she got that from... she'll have a tantrum and keep saying booga booga and point at the pantry or fridge when I don't open them up for her.

Sounds normal to me as long as a few words are coherent. As for the boogah, my daughter was picking her nose, held up her finger, and said ladybug. Sometimes they just come up with some wacko stuff. My DD is a month or so behind yours but she jabbers a lot and I won't understand her. She does have a very decent vocabulary but there are some things that she still speaks in 'toddlerese'.

Sounds like she is on track to me. Here are some basic guidelines I use. First, speech = language = talking. At 2 years old you are looking for about 50 words.
You are having trouble understanding her which means her articulation may be poor. At 21 months this is not a huge concern. Her mouth is still changing and she is learning how to control different muscles to make words, etc. My ds has articulation problems and according to most speech agencies this are not considered a problem until age 3. I hope that helps.
