how would you make this skirt?

how does it need to be cut out, I'm thinking it is one piece

and how do you do that sort of edging?

Looks to me like it is made from four panels, plus two flaps. The flaps are connected to the skirt at the side seams.The panels and flaps are serged together (that is what makes the contrasting stripe/edging.

That's just my guess.

I agree. The two panels that make the front would be slightly wider than your hips at that point (so the same would be true for the two panels that make the back). It looks like the side seams are straight up and down, like a rectangle with the corner cut off to make the point in the front. If the tie in the front was laid out flat, I think it would make the whole skirt look like a triangle. It looks like it would be a piece of cake to make if you had a serger, actually.

it does look easy...

I just can't picture it....i wish I could see the whole thing

is the only way to get that effect with the seams with a serger?
