4 year old not gentle with 1 year old

How do I help my 4 year old ds become more gentle when it comes to my 1 year old dd. If she starts to get into his toys or mess up a puzzle, ds will yell real loud "NO KATIE!". It does not upset her BUT it does not faze her either. I have told him to use a nicer voice and explain to her what not to do but then again she is only one.

I came on to post a similar question so I am hoping you get some helpful advice. DD just turned 1 (also Katie). I work as a Nanny for a little girl who just turned 2 and we spend 50 hours a week there. We also spend a lot of time with my niece who is about to turn 3. Both older girls spend much of their time hitting, pushing or yelling at the baby. The 2 year old has learned "please leave" at school which helps some for her to be able to express that she needs her own space but not enough. And my KATIE does react, she gets very upset especially when she is not feeling well which seems to be often these days and while I know it is normal to some extent I really don't want her to pick up this behavior which I can already see. I spend the whole day either threatening a time out for the 2 year old or carrying the baby around so everyone will give her a break.
