toddlers and their sleep changes

I've got twin 16-month olds whose sleep habits are very different. One sleeps a total of about 15 hours a day, while the other sleeps maybe 11.

The lighter sleeper is waking so much at night, his average sleep this week has been about 8 hours at night. He's waking at sometime between 12 and 3am, and it takes him up to 2 hours to go to sleep again, whining and fussing the whole time (I transfer him to my bed when he wakes during the night).

During the day (such as right this minute), he is fighting naps. He is exhausted, whiny, isn't eating much, but I'm sure he's healthy. I don't see any teeth emerging (canines will be next). He isn't even falling asleep in the car anymore! I tried switching to one nap a day a few weeks ago, but that was a disaster.

I don't know much about sleep evolution in toddlers... but please, what can I do to help him (and ME) get some sleep?

no real advice, but i just wanted to mention that my DDs teeth will often bother her the most well before i see any signs of them...so it could be the teeth!

Has his diet changed at all? Maybe this twin is dealing with a food allergy?
