Honestly, I think it's developmental. My daughter knew all her letters and letter sounds for, I don't know, two years, maybe? before she started to be able to blend. When we first tried actual reading lessons it was crazy to see her try to read a word - she'd identify the letter sounds one at a time, she'd know all of them, and she could NOT put them together.
A few months later, it clicked. It will probably click for your daughter too. Keep reading aloud and keep assuring her that she will learn to read one of these days. Play games from Peggy Kaye's Games for Reading. Don't panic and push too hard. Wait for her brain to mature.
