How do I get a 9 month old to understand that hurting me is not acceptable? Is it even possible?

My 7.5 month old loves to pull/play with my hair while he is nursing too. It's sweet until it hurts.

When he is hurting me I just have to put my hair up or back so its out of his reach. If I tuck a blanket or cuddly he likes under his arm that is 'up' he will touch that too and avoid my hair a bit. I think some babies are gentler than others cause my nephew (3 weeks older) is brutal to my sister with his hair pulling. Maybe someone will have an idea out there!
I just thought of this. Maybe at a fabric store, buy a bit of some long tufted or soft sensory-rich fabric and just throw it over your shoulder - or even a blanket that would give the baby that sensory input. Maybe that would satisfy the craving for touching something soft.
