I don't know where to buy one--are there places to buy online, or do you just buy locally? I assume I'd go to an Indian grocery store, wouldn't I? Typical restaurant supply stores, or general kitchen stores, wouldn't have them, would they? You can tell I don't know our new city all that well. 
One more question--do they always come as a set with a pot, or can I buy the portion that is just steamer trays and a support, and then use one of my many pots?
Do they come in plain stainless steel? I'd rather not have a nonstick coating if that's possible.
