Is it possible... reducing credit card interest collected?

We have borrowed $ from MIL to pay off a credit card. A friend of mine suggested that we call and ask them to reduce the interest on the credit card, and if not, ask if we close the account, will they reduce the interest they have collected on the card... I have never had any luck reducing amount of $$ owed on credit cards, but was wondering if anyone has had any luck doing this??

I know a few people who called and did this. The ones with high rates got it knocked down, the ones with already lower rates did not. I'm in Canada though so it may be different.
