I'm in Canada too and the few places I found size 2, were a little big, but wearable except for the fact that they are all granny panties! My DD hated that they went up over her belly button. I think they are all made as briefs so are high. Sarah @ Belle Belle's Boutique makes custom undies for boys and girls and they are super cute and have lots of stretch so fit for a long time

Baby Gap has smaller ones as well although they sat too high for DD too. We bought her some from the kids side, the
hipster style (bikini was too skimpy for chubby toddler) in size XXS and they started fitting her well around 25#. She is now 3.5 and wears the XS. So, you could check out the undies for boys in the baby section in
size 2-3 or in the kids section in the
XXS The Gap ones wear really, really well, don't get bally, the elastic doesn't wear out, they don't get holes and ours get washed a lot.
