Need Crochet Pattern Reading help

I want to make this bag here using this pattern. However, I can't get "Round 1". I'm pretty sure I understand the rest of this pattern but I don't get Round 1 here.

A. When do I slip stitch and make a circle? since it says it's worked in the round
B. What does "work 15 sc back along the other side of the chain" mean?

I would ask her but this pattern is over a year old.

Sometimes I'm just dense, maybe this is obvious to someone else. Thanks!

You know what, I just looked at another picture and it occurred to me that "round 1" is not in the round! It is worked back and forth and then the "rounds" go around IT! duh!!!!! see, I told u I was dense!!

It is in the round but starting from a chain rather than from a circle. This will make a long skinny oval. To start the round you'll turn and work back along the chain just as if you were working flat then you'll stitch into the loops on the other side of the chain.

Thank you Rhiannon! I'm excited to start this project, hopefully use up those plastic bags under my sink! Then maybe I'll try one with cloth rags.
