Basic steps to assess and treat a rash?

My 3 month old just started wearing cloth (bumgenius 3.0) all of the time. Before she was wearing them every other day until we could build up the stash. Two days into it, she's developed a painful looking all over rash that is especially red in the creases. She typically LOVES getting her diaper changed and sings during this time. Today she screamed when I wiped her. Ugh. I cleaned her up, put her on a towel and let her play diaper-less for about a half hour. Also patted on some emu oil. She is now in a disposable.

The question is: How do I figure out what is causing the rash? And what's the best way to treat it?

*We have welendula on hand as well as coconut oil and emu oil. I wash the cloth diapers with a Samsung HE front loader in a hot/cold wash adding a "pre-wash" and an extra rinse to the cycle. I use 1/4 tsp Charlie's Soap powder.

I have heard in several that Charlie's can cause REALLY nasty rashes in some babies. You might try switching to a different detergent

You should use the full T Charlies soap calls for even for a FL. Then hot washes w/no soap till no suds. Im guessing ur not using enough detergent to get your dipes clean. We can only use CS for DD sensitive skin. Good luck it sucks when LOs r in pain.
