Quick: Is the outside the only waterproof part on Kushies?

ie if I cut out the outside layer (it's damaged) to replace it, I will need to replace with a thick double layer fleece, or anything similiar material to what's there already? I've taken half of a diaper apart, and near as I can tell, there's nothing else inside that's waterproof, just soaker, but I figurd before I go spread money on materials, I'd double check.
