If you rent the condo out, the income you 'earn' from renting would likely count against you if you are receiving public assistance. I would check into those programs and make sure that your new 'income' wouldn't disqualify you from the various programs.

I would stay in the condo. You can absolutely live in 1000 sq ft with four people.

Personally I would sell at a loss and walk away. The few thousand you might make in the end is not worth the total pain it is to deal with a tenant. And a college student at that. (this coming from someone who thanks to a tenant now has a house of frozen pipes )
