Teeny tiny winter shoes for early walker

I know, soft soled is the way to go. But we need something for the playground in the wet weather... My older daughter used a See Kai Run shoe at this age for rainy outdoor play, but they start at size three, as does everything else I can find. We tried a soft leather-soled shoe with partial rubber tread, but they had a hole within weeks.

What I want:
Size 2
Flexible but full sole (like SKR)- tough enough for gravel, at least a little water-resistant
Full coverage on top- not mary-jane style
Available in Canada

Does such a thing exist?

We have the Stonz boots. They are amazing. Without the liners they slide nicely over any shoe & are not too warm but definitely quite waterproof. With the liners they are very warm for the coldest days.

Everywhere I go with ds people comment on how great the boots are.

Friends have also liked similar ones from mec - but I have no personal experience with them.

Thanks! I've seen the Stonz, but only on little babies, so didn't know they could work for a walker, too.
