Scratching biting 19-month old

She's driving me nuts. She scratches faces without provocation. And she bites.

The biting is restricted to me - sometimes my nipples after feeding if I let her nurse too longs and she gets bored or I make the mistake of discussing her biting while she's nursing.

The scratching is me and anyone else including random children in the playground. It looks (and feels) vicious. She will walk up to a child that she has cuddled five minutes earlier and just lash out. She has drawn blood.

Suggestions?

For the scratching at the playground I would be her shadow. Stay within 1-2 steps of her, hover and be ready to stop her before she scratches. Tell her gentle touches, model it by touching her gently. Redirect her to another activity away from the child if she persists.

For the scratching and biting mom tell her gentle touches, gentle mouth, and remove her from the breast/put her down if she persists. Then if she wants back up pick her up tell her gentle and repeat. If she bites again tell her biting hurts, milk is resting now and be done with the nursing session.
