Tricare and homebirth

Has anyone found a way they will pay the full amount? The midwife I have spoken with has told me they will only $1500 of her $4100 fee and that I will have to pay the rest out of pocket. I find this extraordinarily annoying since they will pay $10,000+ for a hospital and ob but balk and the mention of $4100.

Is there a specific person at the med group I need to speak with? The midwife is a CNM, if that matters.

I should add that the midwife IS a tricare provider.

That is typically what I hear in terms of covering homebirth with a CNM. There seems to be a cap on homebirth that they will cover since they don't recognize a lot of a midwife's fees associated with attending homebirths. When I first sought out midwives when I was pregnant with DD I talked to a CNM and a CPM. The CNM would have been $3200 with a reimbursement of $1400 after the birth. The CPM was $2700 with no reimbursement, but it was much easier to come up with the lesser amount up front so I ultimately went with her.
