Milk Kefir didn't work?

My mom isn't sure her batch of milk kefir turned out. She used the powder and made as instructed but it's only a little tangy and not thickened very much at all. Can she add more powder and re-culture?

How long did she leave it out? Was it raw or pasteurized milk?

I use the powder and make mine from raw, and it takes 48 hours or so to 'turn' for me just sitting on my counter. That's with adding the powder to fridge temp milk. I would just leave it out longer.

Raw. I'm not sure how long she left it out. I would guess 24 hours. It's since been chilled and tasted. So can she set it back out? She's actually coming to our house Wednesday (Seattle from Salem) so maybe she should just bring it and finish it here.
