Missouri- Relinquish Parental Rights

Does anyone know the laws in Missouri about voluntarily relinquishing parental rights? Hubby goes back and forth on if he wants our baby girl, and we're splitting up. He doesn't really want her, his parents do, and they are INSANE. I don't want my baby there, and am sure he would sign because it would mean no child support, and not having to supply any insurance, etc... Does anyone know if it's allowed and how to go about getting the forms? Any help is greatly appreciated. Thank you.

A parent can give up their rights if they want to, but unless there is someone(as in a step parent) who is wanting to adopt them at that time then child support is still ordered. If signing them away would get people out of having to pay for their responsibilities, we'd have a lot more parents turning their backs on thier kids. What do his parent have to do with it?
