I am finishing a blanket, and I now wish there was more border seed stitch at the bottom.... When I finish at the top, can I put the cast ons back on my needle and knit backwards?

You technically can, but there will be a seam. It's not possible at this stage in your blanket to add stitches on the cast on edge seamlessly or beautifully. Sorry.
I don't think it will look terrible though.. I knit hats for my kids and picked up at the cast on to make ear flaps and it is not very noticable at all. I don't know if it matters the cast on- I used long tail and just picked up the loops. Good Luck!
