If he's craving sugars, the first thing I'd look at is his protein intake. Especially since he's male and growing.

Do you have a source of easy to get protein-rich foods or do those all require more prep than the sugary snacks? For instance, meat-jerky is easy to have in a quick grab-it form. Deviled eggs are yummy and could be made in large quantities to have in the fridge. Mixed nuts, nut butters.

Next, I'd consider how much exercise and sleep he's getting and do what I can to increase both.

ETA:
another thing that sticks out is that he's needing to ask for permission for a snack instead of having a regularly scheduled snack. Instead of waiting until he, inevitably, feels hungry mid-morning or mid-afternoon, just prep a snack and tell him where he can find it. Make the healthy food easier to get and require less thinking.

My 6' tall friends talk about their high school days where they'd eat 6 large pizzas at a sitting and wash them down with 3 gallons of milk and then ask their mom what was for dinner. And I've seen pictures of them as teens and they were skinny, waists barely as big as my thigh is now.

I do not know if it is relevant , but....

When I was a teen I was sent to school with far too small a lunch. A sandwich, apple and occasionally cookies. This was after a breakfats of toast. When I got home I was starving and would overeat the first thing I could get my hands on. It did not set up the best pattern. I am not saying the OP is doing this, I am saying proper quantities of nutritous food may help prevent binges on suagr.

In our home I banned all sweets made with white, refined sugar. It's one of the worst things we consume and it's in almost all processed foods. I bake alot and use honey as a substitute. While this transition to eating better didn't happen overnight, it's proven to be beneficial for all of us.

Naturally, my 13 yr-old son can eat his fill of junk food outside of the home, but he rarely does. And surprisingly, when he does, he tells me. Having asthma, I involved him in my learning about a good diet at a young age. The improved diet tremendously helped his asthma, and he rarely has a blow-up during the winter.

Natural food stores are expensive when it comes to purchasing sweets. For me, with a bit of planning I can bake goodies everyone enjoys. A good diet comes from learning about proper food choices. For my family, this means continuing to learn, and making gradual changes agreed upon by all.

Don't give up, I'm sure you'll find a solution that works for you and your family.
