Wow, it's a good thing you aren't asking for much!
:LOL If you want cheapest, I'd say go with good double napped flannel -- I believe WalMart's super flannel is double napped (fuzzy on both sides). Make a 4 layer 12 x 12 square and trifold it in the dipe (assuming your dipes are at least 4 inches wide at the crotch, of course), and it should work great!
Of course Hemp is the most absorbant, but costs a bit more -- you could look for co-ops though.

If you are refering to something that the baby will lay on at night, and whatnot, I'd suggest wool. This is something I just thought of, so I haven't tryed it, but you could get some thick 100% wool sweaters at the thrift store, and felt them up by washing, and drying, on hot, till it stops shrinking. It will shrink a lot, so try to find BIG sweaters.
