Quick question on credit card charges

If you buy something online it should make sure the billing address matches the card address right? If it doesn't the charge should be declined correct?

Are you saying that the address the bill comes to should match the shipping address? Or that they should confirm that the billing address is, indeed the billing address that the credit card has on file for you?

That the billing address you submit matches the one on the CC.

Yes, they are supposed to verify this. Not every place does, but it's supposed to be one layer of security against credit card fraud.
