Did the Dr. retract?

I have one son who is not circumsized and my DH is, so this is unfamiliar territory for the both of us. When I took my son to his 4 month check up with a pediatrician we had not seen before, as she began to retract, I told her not to and she said she is not retracting just going to look. About mid-length of his penis she pulled down, seemingly gentle and exposed more of the urethra opening than I had ever done so myself. Not quite sure what was happening, I repeatedly told her not to do that as she told me "I'm not" and pulled down anyway...so what was she doing? There was no damage done (this was over a month ago).
I guess I just feel confused...is it safe to pull down a bit? How do I know when it's being pulled down too far.
I feel stupid because I have no idea how this is all supposed to look like. I'm not sure if I over-reacted with the Dr. or did she blatantly disregard my request.

That is retraction. She just called it looking

If your son is peeing fine, there is no reason to 'look' American doctors seem to have a strange and somewhat creepy fascination with intact boys.

I would go with the no diaper off rule or the no penis touching rule. If the doc needs to move the penis out of the way to check the testicles, insist on moving it yourself...doctors here can't seem to be able to help themselves and their feeding their obsession is not worth the risk to your son

Her ignoring your wishes is inexcusable. I would contact the practice and explain what happened and include information on why doing what she did can cause harm and is contradicted.

That is still considered retraction and can be harmful as it can start the ball rolling for premature separation in infancy. I'd have a diaper-stays-on rule or clearly tell them not to touch your son's penis in the future.

This.

I go to a practice with a whole herd of pedi's and have seen several during various checkups. No one - nurses or pedi's - have ever even touched his penis. I hovered but they didn't even seem interested one way or the other except to check that his testicles were descended. What she did was absolutely not necessary.

I don't let anyone take my kids diaper off unless i need them to look at something. Ds will be 2 in a few weeks and only once has the ped had his diaper off - that was because i asked him to look at ds's scrotum. He didnt touch his penis at all. He looked at and touched his scrotum to find his testicles and that was it. I brought the concern up, he checked it out and that was the end. I feel like no one needs to mess with my kids genitalia and they certainly dont need to "just look" either.
