I've been rear-ended in a bad (but still moving) traffic jam *%&#ed my neck up real nice. DC traffic is wretched. I would NOT take him out, nor would I lean over (hello back problems plus you are a very heavy object to land ON YOUR BABY'S SAFETY SEAT, they are not built for that!). I would definitely make my way over to the shoulder (yes in 98% of situations you can get over if you want to.), park, and put my emergency lights on. If it's so bogged down that getting to the shoulder (or there is no shoulder) is impossible, then me putting my vehicle in park, turning on my emergency lights and nursing my babe ain't going to slow anyone down because obviously we ain't goin' anywhere anytime soon. The person behind you will see the emergency lights and they are not gonna hit you.
