2yr old's "tantrums"??

So my dd2 who is 2.5 yrs has recently taken to having these complete meltdown/tantrums. When she gets frustrated about something, like putting on underwear right, she just starts screaming and yelling madly when it won't work right. I ask her if she needs any help but she doesn't want any so she just runs away while continuing her strange sounding frustrated yelling. So I say, "It's okay, that makes me mad too! Let's try to calm down and see if we can try it again." But she doesn't even respond, she just continues her screaming and starts hitting things, etc. Then she completely "shut's down" and won't talk to me at all and is just silent and looking mad. After a few minutes or so, depending on what's going on, she's fine and talking again. She's a very verbal child and can say just about anything in long sentences so I don't know if it's a problem with her just not being able to communicate her feelings or something? It's really strange and it has me worried. My first dd never did this. Is this normal or should I be worried? I don't like that she shuts down completely. Thanks!
