Help me figure out this simple baby hat pattern!!

Lord knows I am having the most trouble, with such a very simple pattern!!! Help me please! With this pattern http://www.knitwits-heaven.com/baby_hat2.htm what does: Work in garter st for 3/4" mean? Like knit in the garter stitch until the piece is 3/4 inches long, then start decreasing? Can someone just explain (in very special, basic terms!) for me how to do this silly, simple hat!!!!

Yup. Co, work in garter for 3/4 inch. Since you are working flat, garter will be to knit all rows. Do the one decrease row. Work 5 inches in garter w/o decreasing.
