10 mo old developed a nursing blister on upper lip

He had developed one in the early months, but why again after so long of EBF?

The only idea I have is that he has been sick the whole week and very congested, so perhaps my wiping his nose made his lips dry, and helped cause the blister (which popped today, so he has a piece of lip skin hanging off his upper lip)?

This happened to my 8 mo old this week too! Also sick/congested. I think he has been sucking harder toget as much milk as he can before he has to come up for air.

Keep an eye on the position at the breast, it sounds as if the frenulum on the upper lip may be slightly short, just keep correcting the position, you don't necessarily need it clipped but just being aware that it's there can help in the correction, keep turning the upper lip out when baby latches on to the breast.
